Harlow

Harlow is a town and Local Government District in west Essex, situated on the border of Hertfordshire. The original Harlow ‘New Town’ began construction after World War II and, along with other regional towns such as Basildon and Stevenage, was a result of the New Towns Act of 1946.

The town was created on a residential basis but with core commercial areas set aside, a town centre retail area together with various ‘tyes’ which were effectively local shopping parades. The original town centre was home to a number of significant office buildings but, in the main, the old stock has now made way for either redevelopment or conversion under PDR. A number of significant offices are still situated around Harlow Town station which, along with Harlow Mill station, offer services on the Cambridge to London Liverpool Street line, with a London underground connection at Tottenham Hale.

Junction 7 of the M11 motorway is to the east of Harlow, thereby giving direct access to London Stansted Airport, the A120 and Junction 27 of the M25 motorway. Junction 7(a) of the M11, to the north east of Harlow, opened in 2022, thus giving a secondary route into the town.

Originally conceived as a manufacturing base, Harlow has retained some key companies including Raytheon and GlaxoSmithKline, but the strong commercial sector is now generally comprised of small to medium business enterprises. However, in 2017 Public Health England purchased the former GSK site and that government department is now transferring to the site creating a new hub, including staff moving across from the famous Porton Down research facility in Wiltshire.

Gradual and ongoing redevelopment of older commercial stock has continued in the warehouse and industrial sector, regenerating the key employment areas such as Edinburgh Way, River Way and Harlow Business Park.
